Statewide financial aid, one system
Our work · Education & Student Success

Every dollar of Indiana's state financial aid.

We built ScholarTrack for the Indiana Commission for Higher Education: the statewide platform for student financial aid applications, awards, and eligibility, covering every public and private college in the state. It ran for a decade.

01 The problem

State aid was scattered across 11 systems.

Indiana's state student aid, from 21st Century Scholars to the state's flagship grant programs, ran on eleven separate systems. Students, colleges, and agency staff each saw a different slice of the picture, and none of the slices agreed.

The Commission for Higher Education needed one platform: a single place where a student applies, a college verifies, and the state awards and reconciles every aid dollar, connected to federal financial aid data so eligibility is grounded in the real numbers.

02 What we built

One front door for students and the state.

ScholarTrack consolidated the eleven systems into a single statewide platform on a modern web stack, and became the way Indiana runs state aid.

Students

Applications and awards

Aid applications, award tracking, and 21st Century Scholars enrollment and progress, in one student account.

Colleges

Eligibility and claims

Eligibility verification, claims and refunds, and a student crosswalk shared by every public and private college in the state.

The state

Awarding and reporting

Award processing, program administration, and statewide reporting, wired to federal FAFSA data so decisions run on real numbers.

The same partnership later took on a rescue: a companion data system built by another vendor had failed, and we rebuilt it from the ground up, the platform Indiana's colleges use to submit their institutional data to the state.

03 Under the hood

Proven technology, chosen on purpose.

Almost everything we ship runs on the same modern Microsoft stack: proven, supported, and easy to hire for years from now. Cutting edge but never bleeding edge.

A statewide system of record: role-based access for students, colleges, and agency staff, wired to federal FAFSA data through the standard ISIR feed.

04 The long run

A decade of statewide aid, and a clean handoff.

ScholarTrack launched in 2015 and carried Indiana's state financial aid for ten years. In 2025 the state moved the work to a new vendor, and we supported that transition until the handoff was complete. Systems should outlive engagements. This one did.
