The Indiana Local Technical Assistance Program (LTAP) is part of a nationwide network designed to support local transportation agencies through training, technical assistance, and knowledge sharing. Based at Purdue University, Indiana LTAP works with counties, cities, and towns across the state to strengthen the systems that keep roads safe, efficient, and reliable.
Their mission centers on improving the skills and knowledge of the people responsible for maintaining Indiana’s roadways. Through a combination of education, resources, and hands-on support, LTAP helps ensure that local agencies are equipped to meet evolving standards and challenges.
By connecting field professionals with practical training and accessible guidance, LTAP plays a key role in supporting transportation infrastructure across all 92 Indiana counties.

Local highway and street departments are responsible for maintaining more than 80,000 miles of roadway throughout Indiana. That work requires more than equipment and materials. It depends on trained professionals who understand standards, safety practices, and how to apply them in real-world conditions.
Indiana LTAP provides that support through a range of programs, including:
Their work is focused on the people doing the job every day. The crews in the field. The supervisors coordinating projects. The teams responsible for keeping infrastructure running smoothly.
We partnered with Indiana LTAP to bring their training, certification, and resource offerings into a single, centralized system.
Together, we designed and built a custom platform that serves as a hub for transportation professionals across the state. The system allows users to access training, track certifications, and find the resources they need without navigating multiple disconnected tools.
The platform includes a learning management system tailored to LTAP’s programs, along with user dashboards that provide visibility into course progress and certification status. It was designed to be straightforward, accessible, and flexible enough to support a wide range of users, from field crews to program administrators.
As LTAP’s needs continue to evolve, we are working together to expand the platform’s capabilities, including the development of a chatbot to help users quickly find information and navigate available resources.
Transportation infrastructure depends on the people responsible for maintaining it.
Indiana LTAP supports those teams by making training easier to access, improving consistency across agencies, and creating clearer paths for professional development. With better access to the right information, teams are able to make informed decisions in the field where it matters most.
The impact shows up in the work itself: roads that meet standards, projects that hold up over time, and infrastructure that communities rely on every day.
The Indiana Local Technical Assistance Program (LTAP) provides training, technical assistance, and resources to local transportation agencies to help improve roadway safety, efficiency, and performance.
LTAP works with local highway departments, street departments, and municipal agencies across all 92 Indiana counties, supporting both field workers and administrative teams.
LTAP offers certifications, webinars, in-person classes, and structured programs such as the Master Road Builder program through Purdue University.
Indiana LTAP partnered with Counterpart to develop a centralized digital platform that manages training, certification, and resources for transportation professionals across the state, with ongoing enhancement including chatbot functionality.
